University of Phayao and National Farmers Council Sign MOU on Academic and Research Collaboration
Driving Sustainable Agricultural Development to Improve the Quality of Life for Thai Farmers
On August 14, 2025, at the University of Phayao, the School of Agriculture and Natural Resources signed a Memorandum of Understanding (MOU) with the National Farmers Council to promote academic and research collaboration aimed at enhancing the capacity and sustainability of Thailand’s agricultural sector through education, research, and innovation.
The signing ceremony was honored by Asst. Prof. Dr. Wipornpan Nuengmek, Dean of the School of Agriculture and Natural Resources, who led a delegation of administrators including vice deans, assistant deans, faculty members, and staff. Representatives from the National Farmers Council also attended the ceremony and engaged in strategic discussions to establish long-term cooperation.
Key Objectives of the Collaboration:
Promote, support, and conduct research in the field of agriculture
Develop capacity in agricultural production, processing, and marketing
Enhance the agricultural profession and improve farmers' income and quality of life
Provide knowledge, training, and practical experience to farmers, agricultural leaders, and personnel from both institutions
Create educational opportunities for the children of farmers and interested youth through the “Student Admission Project for Children of the National Farmers Council”, enabling them to pursue higher education in agricultural sciences at the University of Phayao
This partnership also emphasizes the integration of academic knowledge with the actual needs of local communities and agricultural practices. The aim is to foster development that is contextually relevant, applicable, and sustainable.
As a university committed to the role of being a “University for Sustainable Local Development,” the University of Phayao — particularly the Faculty of Agriculture and Natural Resources — takes great pride in collaborating with the National Farmers Council, a key organization driving national agricultural policy and farmer development.
This MOU marks a significant step in bridging academic expertise with real-world applications, with the shared goal of advancing Thailand’s agricultural sector in a practical and impactful way. Together, the two institutions aim to work toward a vision of “Sustainable Agriculture, Resilient Communities, and a Strong Nation.”

มหาวิทยาลัยพะเยา จับมือ สภาเกษตรกรแห่งชาติ ลงนาม MOU ความร่วมมือด้านวิชาการและวิจัย
ขับเคลื่อนการพัฒนาอาชีพเกษตรกรรมอย่างยั่งยืน สู่การยกระดับคุณภาพชีวิตเกษตรกรไทย
เมื่อวันที่ 14 สิงหาคม 2568 ณ มหาวิทยาลัยพะเยา
คณะเกษตรศาสตร์และทรัพยากรธรรมชาติ มหาวิทยาลัยพะเยา ได้ร่วมพิธีลงนาม บันทึกข้อตกลงความร่วมมือทางวิชาการและงานวิจัย (MOU) กับ สำนักงานสภาเกษตรกรแห่งชาติ โดยมีวัตถุประสงค์เพื่อส่งเสริมและพัฒนาศักยภาพของเกษตรกรไทยผ่านการศึกษา วิจัย และนวัตกรรม
ภายในพิธีได้รับเกียรติจาก ผู้ช่วยศาสตราจารย์ ดร.วิพรพรรณ์ เนื่องเม็ก คณบดีคณะเกษตรศาสตร์และทรัพยากรธรรมชาติ นำคณะผู้บริหาร อาทิ รองคณบดี ผู้ช่วยคณบดี คณาจารย์ และบุคลากร เข้าร่วมอย่างพร้อมเพรียง โดยมีผู้แทนจากสำนักงานสภาเกษตรกรแห่งชาติร่วมลงนามและหารือเชิงยุทธศาสตร์เพื่อวางแนวทางความร่วมมือระยะยาว
วัตถุประสงค์ของความร่วมมือในครั้งนี้ ได้แก่:
การส่งเสริม สนับสนุน และดำเนินงานวิจัยด้านการเกษตร
การพัฒนาศักยภาพด้านการผลิต การแปรรูป และการตลาดสินค้าเกษตร
การยกระดับอาชีพเกษตรกรรมของเกษตรกรให้มีรายได้ที่มั่นคง มีคุณภาพชีวิตที่ดี
การเสริมสร้างองค์ความรู้และประสบการณ์ให้แก่เกษตรกร ผู้นำองค์กรเกษตรกร และบุคลากรที่เกี่ยวข้อง
การเปิดโอกาสให้บุตรหลานเกษตรกรหรือเยาวชนที่สนใจศึกษาด้านเกษตรกรรม ได้มีช่องทางเข้าศึกษาต่อในระดับอุดมศึกษา โดยเฉพาะผ่าน “โครงการรับนักเรียนจากสภาเกษตรกรแห่งชาติ”
ความร่วมมือดังกล่าว ยังมุ่งเน้นการ บูรณาการองค์ความรู้ของมหาวิทยาลัยกับความต้องการของชุมชนและภาคเกษตรกรรมจริงในพื้นที่ เพื่อให้เกิดการพัฒนาที่สอดคล้องกับบริบทของท้องถิ่นและสามารถนำไปประยุกต์ใช้ได้จริง
มหาวิทยาลัยพะเยา โดยเฉพาะ คณะเกษตรศาสตร์และทรัพยากรธรรมชาติ ในฐานะสถาบันการศึกษาที่มุ่งเน้นบทบาทของ “มหาวิทยาลัยเพื่อการพัฒนาท้องถิ่นอย่างยั่งยืน” มีความยินดีและภาคภูมิใจเป็นอย่างยิ่งที่ได้ร่วมมือกับ สำนักงานสภาเกษตรกรแห่งชาติ ซึ่งเป็นหน่วยงานสำคัญด้านนโยบายและการขับเคลื่อนเกษตรกรของประเทศ
พิธีลงนามในครั้งนี้จึงถือเป็นก้าวสำคัญของการเชื่อมโยงองค์ความรู้ทางวิชาการกับภาคปฏิบัติ เพื่อร่วมกันยกระดับภาคการเกษตรของไทยอย่างมีประสิทธิภาพ และนำไปสู่การเปลี่ยนแปลงที่เป็นรูปธรรมในระดับพื้นที่ สู่เป้าหมาย “เกษตรกรรมยั่งยืน สังคมเข้มแข็ง ประเทศมั่นคง”
